These are my favorite for makeup and mascara removal. They are extremely gentle on your skin and eye area and remove everything from mascara, eyeliner, and foundation, even when it's waterproof. I prefer this to the fluid because it doesn't leave a greasy feeling afterward.

I like Neutrogena too, but I am a big fan of these wipes. Just more convenient.
It will take off your mascara for sure. Even works on my waterproof mascara.

I think your best bet is going to be some kind of eye makeup remover. This is the one I use and it usually does the trick. I like it because it not only gets mascara off, but it also gets waterproof mascara off which is not an easy task without some kind of product. When it comes to beauty products it is safe to say that not everyone gets the same results. A lot of it can depend on what kind of Mascara you use as well as other variables.(Amount of time you have it on, wearing it everyday, skin sensitivity, etc) I guess I am just trying to say you might have to try a couple of different brands until you find the best one for you. I am a pretty big fan of Neutorgena and I usually get the results I am looking for, so I have never really need to try anything else. Hope this helps.
