For years I think Panasonic was at the top of the list for best picture quality but I believe that Sharp and Samsung are now the ones to beat. Here are some of CNET's top reviews and then depending on other specifications you can taylor it a bit more.
I agree. They have definitely come up over the years. When I bought my first plasma I wasn't impressed but now they're hard not to resist. I saw a 65 or 75 inch Samsung in Best Buy recently that was amazing. The picture quality and color was outstanding.
I sell TVs for a living, and I will also recommend Samsung. They have a high gloss screen that makes the brights 'pop' more and the darks very intense. The cons of this reflective screen is just that, it's reflective. In the wrong room, or with the wrong lighting, there WILL be glare (this holds true for most plasma TVs as well). Unfortunately with Samsung, you are paying for the name as well. For instance, a 32" LCD 60hz 1080p Samsung might be the same price as a 37" LED 120hz 1080p Philips. As always there is a compromise, and in this case, it's the price.
