My honest advice is NEVER skimp on money for the power supply. Make sure you buy a well trusted and reliable brand, because when you spend sub-$100 on a power supply with over 600 watts you are getting into risky territory. If the power supply goes, everything else is at risk too. For example, I got this:
Maximum power 1050 watts, maximum performance, achieve dynamic energy with ABT-1050MM. Complete with SATA connectors and one 140 x 140 mm ball bearing fan.

The most cost effective I could find within your price range and and wattage requirements is a 1050 for $110.00 at Amazon.com . The site below can alert you if it ever drops below $100.00, if you want to try and save money. http://pcpartpicker.com/part/kingwin-power-supply-...
I had a Rosewill PSU for a while until I accidentally overloaded it when I upgraded...good PSU though.
I would suggest looking at some "open-box" items on sites like Newegg. I was able to get a 1000W for just under $300. Doing that may find you some better quality items, but you risk missing components, such as cables.
