I would say Burt's Bees Lifeguard Choice is your best bet. It's awesome for when there's too much sun or too much cold.... basically it's just a great barrier for the elements.

This is some of my favorite chapstick ever. Cold weather or warm I don't think there is anything out there that has moisturized better or lasted longer. It helps chapped lips immediately and does a great job of prevention. I like the cherry kind in the winter, I'm not sure why but it seems to give off a menthol feeling more than the other...could be my imagination, though!
