This camera is currently $58.99 at Overstock.com, it features a 14MP camera, which is slightly better than one of the newer iPhone/iTouches that are currently out, and nearly all of the Droid phones.
If you're willing to spend over $75.00, I'd go ahead and visit a nearby electronics store and see if they can make a deal for a 16MP camera or higher, which will take better pictures.

Here's one in your price range. It offers 14 MP, 5x zoom, a 2.7 inch LCD display, 50MB of internal memory, image stabilization, auto scene mode, auto face exposure, smile detection, and blink detection. Some really great features for this price range.

Whew, tough price point! Honestly, if you have an iPhone or something similar I think you will get your best results with something like that.
However, if not, this would also be a good choice. Decently rated, it seems to get some pretty nice shots. Most of it is up to you, as the photographer, to make the shots look good though. You can take even the crappiest camera and with a good eye you can get some nice images.
