Canon's powershot would be the way to go, in my opinion.
It has Canon's DIGIC 4 processer. This thing is in many of their high-end dslr's and is very fast. Time between shots is very short. On burst mode it can shoot 8.2fps while you hold down the shutter. You can also record high speed, HD video and then watch it in Super Slow Mo. Just lots of good features for action shooting.

Sounds pretty fast and 8.2 fps is great. These are going to make for a difficult choice. Thank you for the suggestion.

I own a lot of cameras but I've always respected the ease of use and image quality of the Powershot. The elph really will go anywhere. Great for parties, family trips, just shooting the kids. It does well in low light and even takes great video. I think she'd be happy.

This is a terrific point and shoot camera that takes excellent action shots and is very reasonably priced.
