I think a good way to go is to use Ninite, it will help you install all the programs you need in one shot, most of what people are proposing here is there.
When I recently reinstalled my OS due, the first things that came to my mind was the following:
1. Google Chrome. (In my opinion the fastest and easiest web browser.)
2. 7Zip. (Easier than both winrar and winzip.)
3. VLC. (Because who uses WMP when watching movies?)
4. Foobar2000. (The best sound-only media player out there.)
5. Steam.
6. uTorrent.
7. OpenOffice. (Because who in the right mind pays for these programs?)
8. AVG Free. (Always used this as an anti-virus and I've never had problems with viruses whatsoever.)
Google Chrome - Web Browser.
Avast Antivirus - As the name says.
Ccleaner - To fix register errors and widely clean caches and temp files.
Steam - Games.
Winamp - Music/video player.
K-lite codec pack - Old and classic media player, that supports subtitles, many options of file extensions and have some interesting features.
uTorrent - Torrent client, smallest I think.
Microsoft Office - For write and create spreadsheet.
WinRAR/7zip - Decompress .rar/.zip.
Daemon Tools - Mount and burn .ISO and many other images extensions.
Mozilla Thunderbird - E-mail client.
Skype - VoIP.
TeamSpeak 3 - *If you are a gamer*, Client/server to VoIP conference. Low lag and no registration (user/pass) needed as Skype, but few people use and needs a server running.
Adobre Acrobat Reader - PDF files reader.
CCleaner, MalwareBytes, and Avast Free for security
OpenOffice, CutePDF, for Office / Productivity
Steam, MyRecorder/Fraps for Gaming
VLC, ImgBurn, DeepBurner for Music/Video/Burning
and of course Firefox, or Chrome for your internet browsing.

Opera, it really is the best web browser. If you're not familiar with it, you should be. The mouse gestures which so many people make extensions and plugins for other browsers come from Opera - and they actually work. Read up on the mouse gestures and try using it, it's hands-down the most effective browser and has been for a decade.
Easily the most useful program I've used. It's similar to Quicksilver (or to a lesser degree, spotlight) if you're familiar with Macs. It's a program launcher that will save you boundless time on trying to find your programs each day.

Win-rar, SVN Turtle, Utorrent, Steam, Chrome (browser) and VLC are the ones I always make sure I have installed, Open Office if you need those features but do not want to buy MS Office.
I totally agree. I love Chrome. You can personalize it completely, not to mention have it connect to your gmail account and keep up to date in a completely new way. Definitely the way to go.
