Is a laptop with i3 & 3gigs of ram is enough for office use?

Yes. 3 gigs of RAM is almost more then necessary for just an office computer running XP or Windows 7. An i3 processor is also more then enough.

It's definitely enough but depending on what you use it for 4-8 is better. 4 is optimal, I think but with the amount I use my computer for office/personal use 8 is more agreeable.

Depending on the programs your office would require you to use (especially in the case of design work), you may have to increase the RAM slightly, but an i3 should be able to handle most buisiness office work.

You may need more RAM if you are going to open multiple files, programs under windows 7 eat up memory really fast.

Definitely. You may want to upgrade the ram in a year or two, but for the time being it sounds like a decent office computer.
