I love Vegas Platinum; it's great for just about any editing job (and probably the cheapest for what you get). Its main competitor is Adobe Premiere Elements, which I don't like because the interface is very clunky. On the other hand, Vegas has a very utilitarian interface that is smooth and really intuitive once you know the very basics. I have gotten really professional results with this with no formal training. Trust me: the best way to find the best program is to pick the ones you can afford, download the trial versions, and make videos with them. That way you don't have to rely entirely on the judgement of others. Good luck!

Have you ever tried this? I've not used it myself but it gets pretty good reviews. I've had friends who've used it but they've said it's as limited as Windows Live Movie Maker and they prefer the Adobe version. Maybe it will work for you though. It's free, can't beat that.
Sony Vegas is very good for editing. For advanced vfx, motion tracking and that sort of editing, use After Effects. It's a lot more complicated than Sony Vegas though.
Judging by what I have read for system requirements on a lot of video editing programs, Cyberlink seems to have the best bet for what you are looking for. It has the timeline interface and the minimum ram requirements for it is 512MB, if you go too much lower you are going to be spending a lot of time waiting for the program to do the commands you give.
